Likewise, the Expanded Toolbar might work in a sandbox scenario, but won't work in any of the standard scenario's.
So for example the Full_French_Campaign mod will work in a Sandbox Campaign, but it won't alter the size of the armies in any of the standard scenario's. Mods will only work on 'User Scenario's' and in Sandbox Games. Because as a general rule mods will not work on the standard scenario's provided with the game, and thats all you get when you buy the game. I've had several people on the steam forum asking about how to get them to work, but the simple answer is that you can't. The first thing to get out of the way and on the table before I start is that the Mods provided by Steam with the game won't work.
